This is billy bollocks broscience at it's worst.
Carbs from wheat does not make you fat, an excess of calories makes you fat whether it's from fat protein or carbohydrates.
Insulin is only spiked for about an hour following the ingestion of food so you will have longer periods of low insulin levels during the day than you will elevated levels, particularly during your longest period without food (when you sleep) and considering it takes at least 4-6 hours for food to be fully digested, the carbs you have ingested don't hit the bloodstream in one big flood of glucose so whilst they are being broken down by digestive enzymes your body is burning calories and glycogen to fuel this process.
ALL carbohydrates are sugars and ALL get converted into glucose for use by your body, some are converted faster than others, that's what the Glycaemic index is about. Your body will only store glucose as fat when there is no where else to put it,
It's first priority is to replenish glycogen stores in the mitochondria, these are the little storage units in muscles and are responsible for generating the power that fuels muscle contractions. (I won't bore you with the process
)
Then when the mitochondria are full (they can hold upto 400 grams of carbs according to a study by Iowa state university) the glucose is sent to the liver for storage, the liver can handle about 100 grams at any given time.
Once these two storage areas have been filled any excess is stored as fat.
Despite what Billy Bullshit in the video would have you believe, your body doesn't make a distinction between glucose sources and assign it to different areas based on how it entered the body,
It's not like your body goes "Right this glucose came in from a sugary drink, send that over to the fat, but this glucose was once whole grain rice, better put that in the mitochondria because that's "good" glucose."
Ignore the low carb zealots, they are usually skinny, lack muscle, have no energy and blind to the possibility that anything else could be true.
And if you want further proof why carbs from wheat don't make you fat, look at endurance athletes like marathon runners where at least 65-70% of their calories come from carbohydrates. Or is Mo Farrah really just a fat bastard that's doing a good job of hiding it?
